Running at large prohibited: An animal shall be deemed to be running at large unless confined to the owner's premises or accompanied by a person in control of such animal either by leash or voice commands, which such animal will obey.

Animal Control Officer: Any animal or fowl found running at large in violation of this chapter may be seized by the animal control officer or by any police officer and confined in an animal shelter provided by or designated by the city manager. If the owner is known, that individual shall be given notice in person, by telephone or by mail. If the owner is not known, the animal shall be kept confined at the shelter for a period not less than three (3) working days to allow the owner to reclaim the animal.
