Archived Meeting Minutes for the Town of Englewood

Minutes from the Commission Meeting held on

December 10, 2007

The Mayor and Board of Commissioners met in regular session on Monday, December 10, 2007 at 6:00 P.M. in the Community Center.

Mayor Raymond Roach called the meeting to order with commissioners Tony Hawn, Clifford Garrett, Todd Brown and Amos Brock present.

Invocation was given by Amos Brock.

Brock stated that enough was not said regarding the Fire Department and he wanted to commend them for their hard work.

Motion was made by Hawn, seconded by Brown to accept the November 2007 Minutes. Hawn Aye, Garrett Aye, Brown Aye, Brock Aye and Roach Aye.

Motion was made by Brown, seconded by Hawn accept the school traffic plan #3 that Police Chief Daniel Blake had proposed at the last meeting. Roach Aye, Garrett Aye, Hawn Aye, Brown Aye and Brock Aye. Motion was then made by Hawn, seconded by Brown to rescind the earlier motion to accept traffic control plan #3. Roach Aye, Hawn Aye, Garrett Aye, Brock Aye and Brown Aye. Motion was then made to table the business of the traffic control plan by Hawn, seconded by Brown. Roach Aye, Garrett Aye, Brown Aye, Brock aye and Hawn Aye.

Motion was made by Roach, seconded by Brock  to amend the police departments S.O.P. Roach Aye, Garrett Aye,  Hawn Aye, Brown Aye and Brock Aye. Amendments are as follows:

Amendment #1:  Chapter # 1, Paragraph .30 Work Schedule -change pay periods from every two weeks to weekly.

Amendment #2: Chapter 14, Paragraph .3-1(a) Property/ Evidence Control- change paragraph (a) to reflect only one evidence room for storage of items instead of two separate evidence rooms as originally written.

Amendment #3: Chapter 17, Paragraph .01 (1) Police Reserve Officers- change age requirement from 21 to  18 years old.

Amendment #4: Chapter 17, paragraph .02(1) Police Reserve Officers-Training-change wording  to reflect current P.O.S.T. requirements that reserve officers complete 80 hours of training during their first year of reserve duty.

Amendment #5: Chapter 17, paragraph .07 C 1 (i) Reserve officer duty assignments- change wording to allow reserve officers to operate police vehicles in under special circumstances as directed by the Chief of Police.

Amendment #6: Chapter 17, paragraph .07 C 1 (v) Reserve officer duty assignments-change wording to reflect a 16 hour minimum monthly working commitment from reserve officers.

Amendment #7: Chapter 8 Use of Force, Firearms and Other Weapons- change chapter 8 to reflect updated more detailed use of force continuum, establishing more stringent guidelines for officers and better protection of city resources.

Amendment #8: Chapter 9-Delete, no longer needed. All previously issued rules, policies and procedures inconsistent or in conflict with these rules, policies and procedure are hereby revoked.

Fire Chief Billy Roach gave the November 2007 fire report. Brock asked how many fire department personnel had been trained to use the snorkel truck. Roach stated that three had been trained.

Patrol Officer Suzanne Ward read the November 2007 monthly police department report.

Motion was made by Hawn, seconded by Brown to allow the employees to be off without pay on Monday the 24th of December. Roach Aye, Garrett Aye, Hawn Aye, Brown Aye and Brock Aye.

Motion was made by Hawn, seconded by Brown to adjourn the meeting.
